A Vision for Immersive Virtual World Learning for Scottish Schools

The metaverse—persistent, shared virtual worlds accessed via VR/AR headsets, computers, or mobile devices—is emerging as a transformative tool for digital education.

The goal of this project is to position Scotland as a global leader in immersive education by establishing a national "Metaverse learning" framework, and rolling out adoption across all Scottish schools.

VR Devices

Deployment of Meta Quest 3S headsets, chosen for their powerful Snapdragon XR2 Gen 2 chipset, the ClassVR Premium headsets with a built-in Teacher Portal, enabling safe, guided group experiences.

A 'Sovereign Metaverse'

The 'AlbaVerse' is proposed as a bespoke, persistent virtual world environment, sovereign to the Scottish education system, a secure, government-hosted ecosystem designed specifically for the Curriculum for Excellence.

The report defines a cost-sharing model to ensure equity, where the Scottish Government funds the CapEx: £179.2m, while Local Authorities manage OpEx: £31m.
