The Digital Nation ambition of the Scottish Government is predicated not just on the digitisation of existing analogue processes, but on the fundamental transformation of how citizens interact with the state.

Currently, individuals must navigate a maze of disconnected services, repeatedly sharing sensitive information, which is both inefficient and dehumanizing. CC-AI seeks to address this through:

No Wrong Door Chatbot

The user-facing component: an intelligent chatbot that acts as a single front door to all services. Co-designed with vulnerable user groups to be accessible and inclusive, this 24/7 conversational agent can help navigate the system, manage appointments, provide personalized health information in plain language, and offer non-judgmental support.

A Federated Knowledge Base

Aggregating data from across the many different Government and Third Sector agencies who play a role in providing social care, and unifying this into a single knowledge base to power joined up digital services.

The Care Connect AI blueprint is more than a technological proposal; it is a fundamental redesign of the relationship between citizens and the services meant to support them.
